Sir Stuart is a nationally recognised systems leader with extensive experience across Local Government and Children’s Services.
As a Director of Children’s Services he led his Local Authority to Outstanding judgements across all areas in two separate Ofsted safeguarding inspections and has overseen more than twenty years of Good and Outstanding Ofsted outcomes.
Sir Stuart is known for clear, values-driven leadership and a consistent ability to inspire change and deliver innovation at scale.
He was knighted in 2025 for services to children, young people and families.
